As an important political issue in terms of politics, terrorism has a noteworthy record in the history of political violence as well as in the international relations arena. It is considered as a motivating factor for some political and social developments in the societies and it is applied in different forms such as tactic and strategy-crime and/or holy duty- a justifiable reaction against oppression and/or unjustifiable action. Nowadays, counterterrorism has turned into a critically important political paradigm in international system; since, as the terrorism has been grown in different shapes and forms, the social and economic security of world system would be damaged, which in turn, troubled the establishment of peace, national security, and international security.

In a highly damaged and anarchic environment contaminated with terrorism, therefore, the gaps can be removed and the horrors can be overcome by taking counterterrorism strategies into account in different decisions made by the international organizations and authorities. Security issue has been one of the main concerns of actors in international relations arena for a long time; the role and perception of other’s security concept have played a significantly key role in adopting strategies, and/or approaching or distancing from other actors. Security or insecurity perception lead the state to cooperate, take union-based strategies, or create collective security with other regional and cross-regional actors.

Due to adjacency with riot-stricken Western Asia, the European Union is really worried about the short-term as well as long-term effects of such crises in this region. It led the EU member states to take action directly to overcome crisis in this region, and/or to develop their security and political cooperation in the form of collective security model with the powerful countries in the region for decreasing the possible impacts of terrorism on Europe as well as for avoiding the expansion of terrorism. No doubt, 9/11 event overturned many presumptions regarding the security and world threats in the international policy; the EU’s perceptions of such presumptions were also affected. Different approaches taken by EU after 9/11 should be attributed to its different understandings of such concepts as threat and interests.
